Toward world peace through common global rules and global governance

First of all, I would like to convey my thoughts on the question of why it is necessary to create a world constitution and laws and a “rule of world peace” - a world legislative, executive, and judicial system.

 

Human society needs rules. 

The philosopher Kant astutely pointed out the nature of human beings, stating that “Der Mensch ist von Natur aus böse (Human nature is evil)”. This wickedness is tempered by our social nature and our inclination towards group life. In order to maintain an orderly society, each individual human being must define rules for themselves regarding what is right and wrong. Only by following these rules can we create an orderly and peaceful society.

 

Therefore, in order to achieve peace, mankind has created rules through many wars and a long history of conflict. These rules led to a national constitution and laws, a national legislature (the Parliament/Congress), an executive branch (the Cabinet), and a judicial system (the courts). The purpose of this system was to create a stable and orderly nation, and to punish those who break the law.

 

However, it is strange that there is no global constitution and laws, no global legislature, executive branch, or judicial system. Even if such a system were to exist, it would be ineffective without the means to enforce it.

 

As a result, wars will never cease, conflicts will never be resolved, and a peaceful world will remain elusive.

 

To explain this simply, let's take Japan as an example. Imagine if we abolished the Japanese Constitution and laws, the Japanese Diet (which is equivalent to the Congress/Parliament in other countries), the Cabinet, and all courts. Without rules dictating what is right and wrong, it would not be considered a crime to commit a crime or to kill someone. Stealing money or cheating people out of their money would not be considered a crime either.

 

If a car accident were to occur, there would be no police to help solve the problem. If a fire started, there would be no fire department to put it out. No matter how bad someone's actions were, they would not be punished. Even killing someone would not be considered a crime, and the perpetrator would not be punished.

 

In other words, everyone could do whatever they wanted, and the country would fall into chaos, making it impossible for people to live in peace. It is not just Japan; this is true for all countries.

 

In essence, the state of the world is the same as the hypothetical state of Japan without a Constitution, laws, legislature (like Parliament or Congress), Cabinet, or courts. Is it acceptable to leave the world in this state? Wars can be started, cities destroyed, and hundreds of thousands of people killed with no laws or courts to hold the perpetrators accountable.

This lawless world cannot continue. It is essential that we establish a rule of world peace as soon as possible. An international institute must be created without delay.

 

Throughout history, civil wars have often led to the unification of nations and the establishment of governments, constitutions, laws, and legislative, executive, and judicial systems.

Such systems have proven to be effective in achieving peace. Many countries have transitioned from periods of turmoil to periods of peace through similar processes.

 

During times of civil war, it would have been difficult to predict that a unified and peaceful nation could be created among multiple authority figures. Similarly, it may seem unthinkable today to establish a world constitution and laws, and a world legislative, executive, and judicial system to create a peaceful world. However, history has proven that such a system is necessary for achieving lasting peace.

 

We must create a system for peace based on proven historical methods and rules that promote world peace.

 

Systems that restrain the authority figure are what we need.

Throughout history, it has been those in positions of authority who have started wars, not the common people. Unfortunately, it is the common people who suffer the most during times of war, losing their loved ones and enduring great hardship. It is clear that we need systems in place to restrain those in power and prevent them from causing unnecessary conflicts that only lead to suffering for the masses. Creating a rule of world peace with a system of laws and a judiciary can help to achieve this goal and create a more peaceful world.

 

The powerful authority figures are able to act with impunity and are not held accountable for their actions, even if it results in the death of millions of people and the destruction of cities. Meanwhile, regular citizens are subject to the laws and regulations set forth in the Constitution and are punished if they break them. This is a clear injustice that needs to be addressed.

 

Therefore, we should establish a rule of world peace as soon as possible and create a system to restrain those authority figures so that we can realize a peaceful world where the common people are not made to suffer by those in power. The creation of a rule of world peace will ensure bad authority figures are prevented from causing harm. We should all work together to create such a system to build a world where everyone can lead a happy and peaceful life.

 

Order is maintained through the existence of large, medium, and small administrative organizations.

For example, in Japan, the smallest local governments are cities and towns with populations ranging from around 3,000 to 3 million people. Each of these municipalities is governed democratically by a local governor who serves as the chief executive and maintains order through a parliamentary system. At a higher level of organization, there are prefectures that govern many municipalities and have populations ranging from about 570,000 to 13.5 million people. These prefectures are also democratically governed by a parliamentary system. In Japan, with a total population of approximately 130 million people, the entire country is governed by a person with the highest power, and the country is democratically governed through a parliamentary system.

 

There is no international institute with constitutions, laws, and systems to govern many of the 200-odd countries of the world. As a result, there is no unified approach to maintaining world security, and countries act as they please, often leading to disorder and conflict. In such a scenario, if many countries were to eliminate their national governments and systems, it would lead to chaos and an increase in crime, and the nation would regress into a state of civil war.

 

It is important to acknowledge that the current state of the world is extraordinary. Parliamentarians in many countries prioritize protecting their own national interests, which is their duty and responsibility. However, it is not their duty or responsibility to create a peaceful world or to solve global issues. To address these challenges, there must be an international institute with world federal legislators who have the duty and responsibility to solve global issues. To accomplish this, a chief executive must be appointed for each issue, a suitable strategy must be devised to achieve the goal, a team of talented individuals must be assembled, and funding must be secured to systematically tackle the issue. Only with such a system in place can we hope to solve the world's problems. The absence of such a system has been a significant obstacle in resolving global issues to date.

 

The current members of parliament prioritize protecting their country's interests over addressing global issues. To effectively solve global problems, an international institute and world federal legislators are necessary. The roles played at the national and global level differ, and parliamentarians are often preoccupied with domestic matters, leaving little time to address global challenges. It is up to wise world leaders to recognize the need for a rule of world peace and prioritize its creation.

 

The roles of parliamentarians and world federation members are different, and we cannot solve the world's challenges as they are now.

The world is confronted with a multitude of challenges, such as the need to establish a peaceful world free from war, the need to prevent environmental degradation and global warming, the need to address the population explosion and the food crisis, the need to combat plastic pollution and resource depletion, the need to eradicate poverty, and the need to address the refugee crisis, nuclear disarmament, human rights abuses, and women's rights. Despite the gravity of these challenges, there is a lack of concerted effort to address them effectively.

 

The reason for the lack of progress in solving global challenges is that the majority of parliamentarians are primarily focused on protecting the interests of their own countries and ensuring the well-being of their own citizens. While this is a necessary duty, they are not obligated to address the world's problems, and their focus is generally limited to their own national interests. Therefore, it is not realistic to expect them to take on the responsibility of solving global issues. The role of world federators, on the other hand, is to think about issues on a global level and work towards solutions that benefit the world as a whole. However, there is currently a shortage of people, organizations, and funding dedicated to addressing global issues.

 

In order to democratically govern the world, it is essential to promote global governance and a world federal legislature to address global issues. Without such an organization, resources, and budget, global issues will continue to persist without a solution. Therefore, creating a rule of world peace should be a top priority.

 

Politics that cause suffering to the people must be stopped.

 

There are currently 59 countries in the world that are ruled by dictatorial regimes which violate their citizens' human rights by denying freedom of speech, religion, and assembly. These authoritarian governments use tactics such as imprisonment, torture, and even extrajudicial killing to maintain their grip on power. They also tightly control the media, making it difficult or impossible for citizens to report on the situation or speak out against their rulers.

 

It is important to strive for improvements from authoritarian leaders, and if they are unwilling to comply, we should appeal to the International Court of Justice and establish a system to restrain such leaders. The creation of a rule of world peace is crucial in promoting and upholding human rights in all countries, and in creating a society where people can live in peace and security.

 

While it is important to acknowledge the existence of different political systems, including communist and dictatorship states, it is imperative that they prioritize the protection of human rights and provide their citizens with basic freedoms such as freedom of speech. As long as these rights are respected, the existence of diverse political systems can be accepted.

 

Penalties should be imposed on countries that break the rules.

The lack of an effective international legal system is a major problem in today's world, as it allows powerful countries to act with impunity and disregard the sovereignty of other nations. The situation in Ukraine is a clear example of this, where Russia's unilateral invasion and subsequent actions have caused immense damage and suffering without any significant repercussions.

 

It is imperative that the international community establish a strong and effective system of international law and enforcement mechanisms to hold countries accountable for their actions.

 

Only by establishing a fair and just system of international law can we hope to create a more peaceful and stable world.

 

On the world stage, there are currently no rules that force a country to stop or compensate for damage caused to another country. This lack of rules has made the world a lawless zone where people can do whatever they want, causing great confusion. As citizens, we are governed by rules of what we can and cannot do, and those who violate these rules are severely punished. However, when there is a conflict between countries, no matter how much damage is done, it is not considered a crime and is not punished. This is a fundamental flaw in the system, and it must be addressed if we want to create a world that is fair and just for all.

 

In order not to allow such an unreasonable thing to happen, we must create a judicial system with strong power and bring countries that violate the rules to the International Court of Justice and make them pay for it through severe penalties.

 

The world needs such rules now. Let us create a rule of world peace and make rules for the world as soon as possible.

 

The UN is stuck and unable to solve many issues, including the task of creating a peaceful world.

The purpose of the United Nations in the UN Charter states "to maintain international peace and security. The UN was created in 1945 for the purpose of bringing about a peaceful world, and as of 2023, 78 years have passed.

 

However, conflicts and wars have continued to occur without any end. I am sure that any difficult project can be accomplished in 78 years. In the business world, we have achieved one thing after another, no matter how difficult it was.

 

The UN Charter states that the UN shall "solve international problems of an economic, social, cultural, or humanitarian nature." In reality, however, there are many international problems such as environmental destruction, global warming, resource depletion, population explosion, food crisis, plastic pollution, refugees, poverty, nuclear weapons, hegemonic states, and suppression of human rights, yet no effort is made to solve them.

 

As for global warming, although the issue has been raised, the government has been satisfied with simply setting up a baseless and hopeful CO2 reduction target, with no penalties for failure to achieve the target, and has continued to proceed in an extremely poor manner.

 

What exactly does the UN do? The UN Charter states that "The United Nations is founded on the principle of the sovereign equality of all member states," but what is the principle of equality? The United States, the United Kingdom, France, Russia, and China are the only permanent members of the UN Security Council, and they are given special "right of veto," which they use to veto important resolutions based on their own interests, making it difficult to say that they are necessarily the leaders in solving international problems.

 

And yet, when Russia, a permanent member of the UN Security Council, invades Ukraine, destroys many cities, and kills tens of thousands of people, the UN is powerless to do anything about it, even though it should be contributing to the creation of a peaceful world.

 

To begin with, the role of a Security Council member is defined as "having primary responsibility for international peace and security. We should create a democratically-run international institute, we should make the world's constitutions and laws function, we should create a world legislature, executive, and judicial system, and we should realize the long-cherished wish of humanity: world peace.

How do you create a rule of world peace?

We have come to the conclusion that in order to create a rule of world peace, we must obtain the approval and cooperation of many parliamentarians from many countries around the world. In other words, in order to create a rule of world peace, we must persuade many parliamentarians around the world.

 

So can we create a popular movement to create a rule of world peace? To do so, we must create a situation where more than 40% of the world's people who are eligible to vote support the idea of a rule of world peace and vote only for parliamentary candidates in favor of the idea of a rule of world peace.

 

This is because most of the candidates who seek to become members of the parliament must agree with the idea of a rule of world peace or they will be eliminated from the election, and most of the candidates agree with the idea of a rule of world peace and strive to create it.

 

However, we have come to the conclusion that it would be a time-consuming, labor-intensive, and nearly impossible task to educate 40% of the world's voters to understand the idea of a rule of world peace, because it is not a commonly known and understood term, and the image of a rule of world peace is difficult to understand. It is extremely difficult to influence the world's parliamentarians through popular movements.

 

・There are more than 46,000 Members of Parliament from 193 countries around the world, and if more than 23,000 of them, or half of them, agree to the proposal, the conditions for the creation of a rule of world peace will be met.

 

・In order to gain the support of parliamentarians around the world, UPI, a public interest corporation in the U.S., will assign 10 to 20 UPI staff members in 190 countries, who will hand a "Request for Cooperation" by six Nobel Peace Prize laureates to their respective parliamentarians, asking them to cooperate and become "initiators for the establishment of a rule of world peace."

 

・The total number of UPI staff will be 10 to 20 people in 190 countries, which means that about 2,000 people will be needed. If personnel and overhead costs total USD 72M (10-million-yen) per person, then 2,000 employees x USD 72M (10-million-yen) = USD 130M (20-billion   -yen).

 

・ If 2,000 staff members of UPI can persuade 23,000 or so parliamentarians, 23,000 ÷ 2,000 = 11,5, that is, in other words, if one of our 2,000 staff can persuade more than 12 parliamentarians, more than 23,000 parliamentarians in total will be the initiators of the rule of world peace and can pass resolutions in favor of membership at their respective national parliaments.

 

・In order to collect USD 144M (20-billion-yen) for the activities of offices in 190 countries, we ask business owners and wealthy people to become supporters or promoters of the establishment of the rule of world peace and donate. Contributions will be made on an annual basis. Donations will be collected as follows:

 

USD 72M (10-billion-yen) x 2 people

USD 14M (2-billion-yen) x 10 people

USD 7M (1-billion-yen) x 20 people

USD 3M (500-million-yen) x 40 people

USD 1.4M (200-million-yen) x 100 people

USD 0.7M (100-million-yen) x 200 people

 

It is expected to be a mixture of the above.

 

・Specific Development Methods

 

We will start with relatively small countries, as it is easier to gain endorsement in smaller countries. We will open offices as follows.

 

1st phase: 10 countries with a scale of USD 7M (1-billion-yen) – open by 2025

2nd phase - USD 21M (3-billion-yen) and 30 countries - open by 2026

3rd phase – USD 72M (10-billion-yen) scale, 100 countries – open by 2027

4th phase - 190 countries by USD 144M (20-billion-yen) - open by 2028

 

・At the same time, we will establish a "Provisional World Peace Rule Making Committee" and gather many experts to begin preparations for the realization of a rule of world peace concept. We will prepare for the establishment of a rule of world peace.

 

・In the world of sports, entertainment, and economics, as well as at the popular level, the people of the world are getting along peacefully. But only in the world of politics, people are at odds and bickering with each other.

 

It is difficult for politicians to solve this abnormal situation. Therefore, the managers of the world's super corporations will unite and admonish the politicians who are the center of the world to create a peaceful world through many rounds of persistent discussions.

 

Then, they would propose the idea of a rule of world peace, which would be accepted as a way to create rules for the world. These courageous managers of supermassive corporations will be brilliantly remembered in the history of mankind forever.

 

Finally, a world without war and strife will be realized

The history of mankind, which has been rife with war and strife, will come to an end, and the peaceful world that mankind has dreamed of will be realized. Nuclear weapons and all armaments will be abolished within 15 years, leaving only the international institute forces.

 

And for many global issues, the members of the international institute will be responsible for solving them. Each issue will be headed by a competent person, with a budget and human resources systematically planned to solve it, so that each and every one of us, no matter where we live in the world, will have an environment that makes us happy to be born into this world.

 

Countries that lack infrastructure, education, medical care, and welfare systems will gradually improve their infrastructure, medical care, and welfare systems, and their happiness indexes will increase.

 

A world without armaments, a world without war, a world where conflicts are quickly resolved when they occur, and a world where all people feel happy - is this not a natural state of affairs when you think about it again? Such a state of affairs was the way it should have been.

 

The world has so many nuclear weapons that can annihilate the entire human race, threatens other countries with nuclear weapons, most countries have weapons to destroy cities and kill large numbers of people, invade countries that have done them no harm for no reason, destroy cities and kill many people, and the authority figures that started these wars are not punished. The authority figures that started these wars are not punished. Until now, we have lived in an abnormal world, and we have accepted it as normal. But the truth is that it was a "super-abnormal" world. We will realize this only when we live in a peaceful world.

 

It is only natural that there should be an international institute, a world legislative, executive, and judicial system, and a world federal political legislature. It was extraordinary that there were not.

 

Hundreds of years ago, there was a feudal social system, a despotic state system, slavery, and a very low awareness of human rights. But people back then took it for granted. No one thought it was abnormal. They didn't notice anything unusual.

 

But in an era where human rights are respected like we are now, so that we can feel that the old days were an abnormal era, if we look at the current situation from the perspective of people in the distant future, what was taken for granted will reflected as “super abnormal”.

 

Creating a rule of world peace is actually a simple task.

The creation of a rule of world peace may seem like a complicated, difficult, and arduous task, but it is not. The reason is that we only need to apply the rules that many democracies in the world have in place, with the exception of dictatorships and tyrannies.

 

In the past, these countries were at war with each other for a long time, with many powerful people in conflict. However, when the countries were unified, a government was formed, and a national legislature, executive branch, and judicial system were created, order was maintained, and a peaceful country was established. This peace-making system has been implemented in many countries and is a method that has been historically proven as a "peace-making system."

 

It is clear from the very beginning that we can create a peaceful world simply by applying this "peace-making system" to the world. People tend to think that it is very difficult to create this system, but in fact, it is straightforward. All it takes is for a few powerful countries to change their minds to create a peaceful world. It is much easier than sending a person to the moon. It doesn't require any significant investment or technology. It is all a matter of the heart.

 

To achieve this, it is only necessary for various non-political industries, including the world's religious communities, to participate, assume the role of intermediary, and put their lives on the line to make the move. I look forward to such a movement.
